updating vendor master information

Is it possible to update the vendor master information directly from input
parameters via a workflow without using the create FK01 transaction (no
interaction from a user)?
 
I have a transaction that allows entry of basic vendor information for a new
vendor request.
This Information is then sent via workflow to central user to verify that
vendor is not in existence in the system (manual verification of
name/zip/state).
If we determine that vendor needs to be created, we want to create the
vendor in the background based on the initial information entered.
 
Is this possible?
