Workflow for Logistic Invoice doesn't start WS20001004

Hi every body
 
We're moving to sap 4.7 with new workflow.  We're trying to implement the WS
20001004 "elease the completed LOg IV Document "
with Transaction Code MIR7 and triggreevent COMPLETETORELEASE.
 
According to the documentation ,  the workflow is triggered if the parked
document for posting (RBKP-RBSTAT=B) and is subject to release
(RBKP-FRGKZ=X)
 
When the document is save as completed, the RBSTAT is B but the value of the
second field is blank.
 
THis field should be with value 'X'.
