Process control question

We are on SAP Enterprise version 4.7 and I am having
some issues with the process control.
 
I have a main workflow which calls two sub workflows
and in one of the sub workflow (lets say subworkflow
2) I have this process control "8" (Cancel ll calling
calling worfkflows).
 
At this point the subworkflow1 already  sent a user
decision and when subworkflow2 executes process
control I am thinking it would kill all the workflows
even the one that is sent by subworkflow1 but it does
not happen..
 
Am I missing something here..
 
Any help would be highly appreciated.
