URGENT: Workflow clogging up in test system - leads appreciated!

Hi,
 
The workflow seems to be clogging up.
 
No workflows (even the verification workflow) is triggering any workflow (nothing comes to inbox/no items in SWI1).  It stays thus for about 1-2 hours then all of a sudden all the workflows start showing up.  This happens in one client in a system but everything works fine in other clients.
 
We did the following:
 
checked the workflow jobs that are schedueled (RSwwERRE and RSWWDHEX).
 
checked configurations - all fine same as in the other clients where everything is working.
 
Any table locks etc - system was fine upon monitoring.  CDHDR/CDPOS were not locked.
 
What else do we need to look at please!!
