Workflow Admin in 4.6C - "No administrator found for the task"

Namit,
 
  We did an SAP support pack upgrade in 4.6C to support pack level 44.
After the upgrade, the WF Administrator could no longer reserve, forward
or execute work items.  We would receive the error message 5W 141  "No
Administrator found for this task."
 
   There are two OSS notes to resolve this situation.  OSS Notes 653093
and 658738.  653093 is a pre-requisite to OSS Note 658738.

Hello:
 
1. I have assigned myself as the Wf admin in Wf config (SWU3).
2. I have assigned all the SAP recommended roles to my profile -
therefore
I have all the auth. in the system to change a work item (Autho.
Object
S_WF_WI).
3. Now when I go to "Display a work item" (and I have already chosen
Technical View in Personal workflow settings) and go to Edit -> Change
- I
get the message "No administrator found for the task" (Message no. 5W
141).
The work item status is "Ready". However if the work item status is
"Reserved" - then I am able to change the work item itself. If the
work
item status is "Error" - then also I am able to change the work item.
I
cannot change the work item having the status "Ready". Any guidance?
This
is 4.6C; R/3 Support Package 44 for 4.6C. The task is defined as
General
Task.
4. Point 1 & 2 were done a week ago - so the system is refreshed and it
is
not a buffer issue.
