Hi Jody,
 
There are basically 5 ways to notify users of messages in their Inbox. 1.
Message via periodic batch job 2. Message via user exit during user login
(EXIT_SAPLSUSF_001) 3. Message via background step in workflow definition 4.
Message via express priority 5. Message via changes to standard coding
 
You can use function module RH_INBOX_VIEW_CREATE or SWW_WL_CREATE to obtain
a list of all work items in the user's inbox. Also note 131795 describes a
possible implementation.
