Urgent help! Cant assign workflow to a group.

SAP_TAGT existed but when I had a look at the evaluation path relationships,
there were none.  Similarly for about 200 others the relationships were
missing.  This is strange because normally when a client is built you expect
them all to be there as standard.
I transported up the missing config from Dev and all is fine now.
