All the substitute informatiion are located into table HRUS_D2.
you can use transaction SE16 to browse them.
You can also develop a small view to maintain substitution instead of
changing user password.

I am referring to messages. Not Work Items.
I didn't think turning on Substitution did anything to retrieve message
after they are sent?

One possibility is to change User1's password. Login as User1, and
Substitute
User2 (Personal Substitute).
 
At the same time, Change Org structure, where User2 replaces User1.

I found out to delete and count (statistics) of mail in users inbox,
outbox, trash, etc.
But how does a WF Admin move (or copy) Documents from one user to
another?
 
User1 leaves company and we have a need to move the messages to User2.
