I had the same problem, the workaround I used was to provide a further
decision to the manager (i.e Approve, Reject, DisplayForm) the display
form decision activated a task based on the display method of the BUS2089.

Hello all,
I am using the travel workflow by SAP mostly using object type BUS2089 in
some of its steps.
In this workflow the employee fills out the travel expense and submits it
which starts the workflow. The first step (TS20000131-using object type
DECISION) which is approve trip sends a workitem to the manager's inbox
with
the object attachment which is the trip expense form.
This is all working fine in R/3 but when using this on ESS using the portal
we have a problem. If the employee logs in to the ESS portal and submits a
form - the manager gets a workitem in their inbox but does not see the
object attachment. Could someone please explain why that is happening.
Also if the manager rejects the trip (TS20000139-using object type SOFM)
and
writes a message with it- the employee gets a workitem but is unable to
see
the message attached. The message again can be seen in R/3 but not on the
web.
If you cannot see the object attachments on the web this way-what is the
alternative?
