Forwarding work items

It is part of the task data, just like the "general task" attribute, so you
can't. Why on earth would you want to manage it on a "per user" basis? You
can either set the possible agents for the task (which will limit who can
see a forwarded task (don't know if it prevents you from sending) if this
is something you want for particular tasks. Or, if that is not possible and
the real problem is EBCAC (error between chair and computer), take away
authorisations from the "rogue" users.

you set
"Forwarding not allowed" which means no-one can forward these items at all.
