Or possibly... SAP_ALL was not re-generated after the new authorization was
created / imported into Production?
Please talk to your Basis/Security peers.

I remember some time back - in a totally different context - I ran into
problems where SAP_ALL was there, but another profile restricted it. This
was version 3.0 or thereabouts, so I stand to correction.
