The way I would do this:
 
Model the user decision without your user decisions and next model a subsequent step (all branches for the user
decision steps and the additional branch created, see below, are routed to that subsequent step) .
 
Specify your user decisions, next set a latest end in the user decision step (1 week after work item creation),
and specify as possible action upon missed deadline a modelled deadline. You can accept  the standard outcome
name proposed by SAP (Latest end reached!). Also activate the standard outcome 'Processing obsolete' and specify
the corresponding outcome name (f.i. 'Processing obsolete').
 
Next model a process control step in the branch of the outcome 'Latest end reached'. Specify in that step the
step's name and the outcome (f.i. 'User decision set to obsolete'). Select process control function 'Set work
item to obsolete' and specify the workflow step to be cancelled (your user decision).
 
A new branch is created in your workflow diagram, in addition to the branches related to your user decisions.
Model the default user decision step in that branch and, as far as I can see, you have accomplished what you
want.
