User can not see Started Workflow in Outbox.

If I'm right SWI5 only displays executed work items or work items to be processed (type TS), not started
workflows (type WS). So if the user starts a workflow (but doesn't execute a work item in the started workflow)
then SWI5 isn't giving you your information. So it may still be date/time filtering.
