Raising event FIPP.created for parked document approval

Yes, I have.  If I raise the event manually, the workflow triggers as =
needed.  It's raising the event that I can't figure out.  Reading =
through OSS it's telling me to go through the Business Transaction Event =
Wizard with event 2213, but when I'm trying that it's erroring.=20
 
Completely lost - any help would be appreciated!

this may be a silly question...but have you configured the parked =
document
workflow in the IMG ?
