Event Stack?

Hi,
This event queue is actually a misnomer, it should be called an event stack since that is how it behaves - the newest events get processed first.
In other words when the system slows down and the queue fills up, only the most recent batch of events get delivered. So instead of a 5 minute delay on all workflows, we get a 2 minute delay on some and a 2 hour delay on others during really busy times.
Is there any way to change the queue to process oldest events first?
