Triggering custom event

Hello,
 
Hope someone can help me out. I have the following 'problem':
 
We create SE-sheets related to external repair orders. An SE-sheet is
always related to order item 10, standard event CREATED is raised for
object SE-sheet (BUS2091).
 
When a SE-sheet is created I want to check if a parked invoice exists
which is related to this SE-sheet (first determining the related order,
next if a parked invoice exists). If an invoice exists I want to check
if all service entry sheets are available for that specific invoice.
 
The ultimate goal is to raise a custom event for object Invoice
(BUS2081) (i.e. Last SESheetBooked) that triggers a wait step in another
workflow in which the invoice is actually posted (in case a parked
invoice is entered in the system this workflow starts, if all related
SE-sheets are already available the invoice is posted directly,
otherwise the workflow waits for the mentioned event).
 
My question is how to implement the raising of the custom event: should
I do the checks and raise the event outside a workflow (how, where,
when), or trigger a workflow using the event CREATED for object BUS2091
and do the checks inside this workflow, followed by raising the event
from within this workflow? I think many solutions are possible, and
that's the reason why I am looking for the best way.
