Custom Event triggering in CRM

Did anyone triggered a custom event / Workflow out of SAP-CRM service
transaction CRMD_BUS2000116 ?
I checked up actions and configured to try to start my wotrkflow applying it
to that doc type but It doesnot work.
As SAP says in the doc that Service transactions are not applicable for
actions. I am not sure if it can be done through
Badi's. If yes please let me know which Badi to use ?
