Transporting wf administrator as org unit

Hi folks
 
Since this is my first workflow implementation, I have a query on
transports.
I would like to set up the workflow adminsitrator as linked to an org unit
so that >1 people can be assigned as workflow adminsitrator and receive any
errors messages.  My question is that if I specify an org unit number in the
dev system, will the org unit number be the same in the productin system
after the transport, if not than what will I need to do?
 
Do I need to transport the Org plan first using RHM... transport program,
see what number is generated for the relevant org unit, and than transport
wf customising??
 
Also I've never transported an org plan before, do I need any special
considerations, I'd like to transport a really basic Org plan and than let
the users create new org units and positions directly in the production
system, is that possible?  Can we create the whole Org Plan in the
productive system, what are the pros and cons, what do you experienced wf
experts recommend?
