Error in flow when checking in R11

Dear All,
Today we transported our configuration to production server.
Now the problem at one place is
it says,
"Organizational Object 'TNGDEV' is not available"
TNGDEV is a user which we used in development server for workflow development
 
where would it be stuck up
can someone help me out with this
