Transaction SWUI ?

Okay, perhaps I should re-phrase my question.  I don't *know* that SWUI is looking in the event
linkage table, but I do know that it is displaying a message that it is activating workflows, and it
seems to activate many workflows when you initiate this transaction.
 
Does this transaction really activate runtime versions of workflows (lazy workflow developer
shortcut?) and if so, based upon what criteria ?
