Transport workflow userexits

Hi everyone, we are on 4.6C and have implemented the standard transport =
workflow to our landscape.  Our transport administrator requested that =
they be automatically emailed in their Outlook inbox whenever a =
transport was released to be approved.  I found a BADI =
definition(CTS_EXPORT_FEEDBACK) that looks like it should work, so =
within it, I coded a send email message routine.  I activated the BADI =
but I have not been able to get it to invoke. The routine works when I =
test the badi on it's own.   I thought that as soon as the Transport =
proposal as created and sent to the administrator, the BADI would be =
invoked and an email would be sent as well, but I sent a breakpoint at =
the BADI and it doesn't even get to it.  Has anyone used these BADI's =
before, if so do you have any insights on what I might be missing?  Does =
this BADI even work for this scenario??
