Inconsistant Binding to Role

Hello Everyone,
 
My Workflow within our production system fails on a user decision step
which specifies that I have an inconsistent binding from the Workflow
container to the role. Everything is okay within development and QA so,
I deleted the step in question, saved and activated and recreated it and
still the same problem. Normally the delete and recreate has always
worked for me. Does anyone have any idea how I can correct this?
