No Administrator Found for the Task

Hi.
 
My client has setup Substitutions wtihin the R/3 environment for SAP R/3
4.6D.
 
Currently a standard SAP workflow for ECR/ECO for ECM is being implemented
and substitutions overall seems to work fine.
 
However, when the user who adopted the substitution tries to manually
forward a work item that is in their SAP Inbox to someone else within the
department, they will receive the error message of "No Administrator Found
for the Task" and the work item goes into 'inexecutable' mode.
 
When substitution is not in place, the workitem has no problems being
processed by the agent that has been assigned to that task.
But when Manual forwarding is tried, it will give the error message when
subsitution is in place.
 
Does anyone have any idea what is wrong here? I would appreciate any help
you could give me here.
