Workflow complexity (2)

Hi all,
I've complex recruitment workflow (around 200 task that divided into Main-WF
& sub-WF). This WF is run in dev system, not in prod system yet.
When we tested in normal situation(developer do customizing, debugging,
etc), some task didn't run well.
If we tested in situation where there wasn't any developer login, the
workflow run well.
 
The content of task that didn't run well is just simple call transaction
'pb30'.
If we directly type transaction pb30, it's work.
 
Any suggestion will be appreciated.
