Start Conditions in 4.6c

I had a similar problem whereby the check function module that is created
by the graphical tool had not transported correctly, as seen in the event
linkage table. I had to re-transport.

Good afternoon all.  Workflow start conditions are inplace and appear to be
correct.  The SWB_CHECK_FB_START_COND_EVAL function module shows up in the
event linkage table.  However, the workflow starts on any and all
conditions
whether true or false.
Has anyone ran into this situation?  Have not found an OSS Note that might
apply.  What could be missing???
