Selected Agents

I have a task within a workflow that has a role assigned to it.  The task is set
to a general task.  The role reads a custom table based on a key to get agents
whom should receive the workitem.  I test the role by itself and it works fine
returning correct agents.  I test the role in the workflow and it appears to
work fine.  When I generate a workitem and look in the log and look at selected
agents of the workitem, I see what appears to be the correct agents.  But I got
an email from a user whom is not setup in this custom table  stating that she
has this workitem in her inbox.  I get the workitem ID and look at it in the log
and look at the selected agents and this user is not in the list of the selected
agents.. So I was trying to think how this user could have the workitem in her
inbox.  I checked to see if any of the listed selected agents for this workitem
had this mysterious user setup as a substitute and they don't.  Can you shed any
light on this - have you seen this before.  How could a user who is not showing
up in the selected agents list of a workitem have this workitem in their inbox.
