Payslip to all staff by E-mail

I'd question whether this kind of "information dissemination" would be
really a candidate for workflow. Of course you can implement this as a
workflow scenario, but the act of:
 
- collecting information
- determining recipients
- creating messages
- sending them out (mind the load!! -- some scheduling may be needed)
- error handling
 
can rather be done by some background job that's scheduled as often as you
pay your employees. OK, the error handling would be potentially a candidate
for WF!
 
In general proper design of mass e-mailing is a small art of its own. Please
check one of the books on Internet servers (or e.g. Majordomo documentation)
for the details.
