new workflow version generated when transporting

Hello SAP-WUG,
 
Quick question about workflows and versioning - I am working in our 4.5B dev.
environment (replacing the WF version each time), but everytime I make a change
to the workflow and transport to QA the WF generates a new version on the target
system.  Is this something I should be concerned about?  Is there any way to
keep the target system from automatically incrementing the version unless I
increment on the dev. system?
