Forwarding with pop-up message

PFTC --> Workflow Builder --> Go to the definition of task that should
trigger the dialog --> "Other" tab. Change step priority to 1.

I have tried to 'bump' the priority through a manual work around and have
had no luck.  I have also browsed through the code and haven't located any
user exits to facilitate this automatically.  Do you have any thoughts
around setting the priority to the highest level?

Set the highest level of priority on the task. This will initiate a popup.

We are using version 4.0B and use workflow for processing EDI orders.  One
organizational unit forwards 75% of their work items from one rep to
another.  When work items are forwarded from one rep to another the
receiving rep would like a pop-up message to indicate they have a new item
in their inbox.
 
Has anyone addressed an issue like this?  If so, what did you do to address
this issue?
