Material Master Workflow

You need to reconsider the process. If user A has not saved the data, how is
his superior (possibly the next day) going to see it?
 
The main options are:
- use of material statuses to prevent the data from being used productively
before it's approved by the superior (still, you get a material created,
which could be a duplicate of an existing one)
- collecting material information in some request form that would be
approved by the superviser and then copied into the material master (which
is OK, but means more development)
 
There are many variations around this, but you need to decide on the general
approach first.
