E-Statements of work and external vendors - WF-XML experience anybody ?

Wanted to run this by the group :
 
We are planning to create an electronic Statement Of Work (e-SOW) to
procure and manage services from various vendors. The e-SOW will be
created, then work flowed internally, then externally to the
vendors, then back. We also want to be able to report on the
content and monitor the e-SOW as it progresses.
 
Anyone else done something like this ? Maybe with WF-XML ?
