The SAP R/3 documentation (46C) contains information on a delivered Easy Web Transaction for creating a customer master record via the web.  It is located : SAP Library->Basis Components->Business Management-> Business Workflow->Reference Documentation-> Form integration with SAP forms->Web Form
integration->Creating a Customer Master record.

There is a decent book about this called SAP R/3 on the Internet by Mario Perez and other authors.  If I recall correctly (I've loaned my book out) the customer creation scenario is covered in the book.  I'd recommend taking a look at this book.
