Restricting access to certain workflows when using transaction SW I1

We do not have a central team to work on workflow in our organization. Thus,
each team (SD, MM, etc) develops and administers their own workflows. We
have many people requesting access to SWI1. These people always need to work
only on workflows for their team. Thus, there is a need to limit access to
SWI1 by workflow/standard tasks. SWI1 is the access usually requested so I
am mentioning only this transaction from all the workflow admin type of
transactions.
 
I don't believe there is a standard way of doing this but correct me if I am
wrong. My thought was to create a front end to SWI1 and in this front end,
do a selection by workflow task (WS and TS)...possibly tie some
authorization objects to ensure people access only their own team's
workflows.
 
Any ideas, pitfalls, things to be aware of, etc. to implement this
restricted SWI1 are welcome.
