Transport of 1st Workflow

Created Standard Tasks and Workflow Template in development and
transported to quality. I was expecting to see the same workflow. I find
the Workflow Template with and triggering event and a undefined task. The
Standard Tasks are available. There was some initial problems with the
transport but on rerunning it was returned with a code 0.
 
What should I expect for a transport workflow
