Express Message Still Sent Even After the WI Has Already Been Pro cessed

Hi,
Does anyone know how to prevent an Express message from appearing at logon,
when the user's inbox is really empty?
 
Here is a scenario:
1.      A purchase requisition is created and saved.
2.      A approval workitem goes to the approver's inbox.
3.   The approver is not logged on and has set up a WF substitute.
4.   The substitute executes the WI and approves the requisition.
5.   Later in the day, when the original approver logs on, he receives an
Express message that there is a purchase requisition approval in his inbox.
1.      He goes to his inbox but it is empty, because the requisition has
already been approved.
 
I suspect the message is generated at the time the workitem goes to the
inbox, and that the messages stays queued until the person logs in the next
time.  However since the approver already processed the item, the message at
logon is not needed.
 
We are running 45B.
