TMS Workflow

Hello everyone,
 
I have a question regarding the TMS workflow. Our BASIS consultants would
like assurance that when transport proposals are released, that they will go
into the import system in the order they were released and not the order
they are approved. That is to say that, if 5 proposals are released and
approved in a different order than released, that they will be imported in
the release order and not approval order.
 
RELEASED            APPROVED               IMPORTED?
 
A,B,C,D,E              B,E,D,A,C                  A,B,C,D,E  or B,E,D,A,C
 
Perhaps there is a way to queue up the releases or park them somehow. Your
help would be greatly appreciated, as I have been asked to create an
alternated notification workflow that seems less than desirealbe. We would
like documentation on this if anyone knows of some and possibley to set up a
conference call to test it or determine in the config that it works
properly. Many thanks in advance.
