Events for Purchase Order Block change

A jolly good and successful New Year to everybody!
 
Who has done a custom Purchase Order release workflow before and can give me
a hint or two?
 
We are trying to effect a release of the purchase order on line item level
(which precludes using the SAP standard workflow, unfortunately, as that
only works on header level..), and I am trying to find suitable places to
put my event triggers. Ideally, I would like to create events at document
save time, checking for block status on item level.
