Layout of Inbox

Hi, workflowers-
I have 2 questions concerning the layout of the inbox under 4.6C.
 
1. How can I make available the layout functions for my inbox ? ( I see
these functions in the demo of the inplace inbox, for instance) Do I
need any specific authorisations?
 
2. Can an administrator maintain inbox layouts for user groups, or will
the principle be more like "for one user or for all users" ?
