Notification Workflow for PS

Dear Experts.
I have create workflow for PS Notifacation (IQS1), I use object type BUS2038
for trigering workflow in PS Notification. After test workflow can not
trigger from IQS1 for notification type 'General Notification', but atfter
test for PM workflow notification for notification type 'Malfunction report'
successfull run.
 
Please give me your advise or suggest to trigerring PS workflow. Is there
add customizing or create new object for this ?
I am in 4.6C.
