Transport workflow for transporting to several clients

if you leave the client specification out altogether it goes into the
whole system. =20

Hello,
 
We plan to use the standard SAP transport workflow for transporting
requests from our development system to other systems in our landscape.
I found out that it is only possible to specify one client per system in
a transport proposal. This means that when I want to transport client
dependent transport requests to more clients in the same system, I need
to create additional transport proposals (one proposal for each client
in the same system to which I want to transport the requests).
 
Is this a knows limitation, do I overlook something here?
