Any limit on the maximum number of people notification can be sent?

No limitation if you do it properly.
Send your notification to an organizational unit or use a method that sends one message to a distribution list or sends one message to a list of receivers (as opposed to individual messages to each receiver). In other words if your container contains a list of user IDs (multi-line element) use one method to send a single message with the list of user ids as the recipient. Don't misuse the dynamic loop to send a duplicate message to each addressee.

can be sent from workflow by passing the user ID via container? Any help
