Workitems without agents

Does the program RSWINTRO (which is behind the transaction in 4.6C) exist?
If it does you know what to do.

      Can someone provide the equivalent of 4.6C transaction SWI2_ADM1
(Workitems without agents) for a 3.1H environment.  I am aware of
transaction SWI2, but do not know which button will provide this
information.
