1.)
Yes, you can put a COMMIT WORK statement in a synchronous BOR method.
These methods typically call a dialog transaction followed by a direct
database update with commit.
 
2.) Starting from Rel. 4.5 it is on the activity level:
workflow definition --> activity dialog --> page "Control" -->  block
"Step properties" --> Checkbox "Advance with dialog"
