You can activate the vacancy info type at following path :
 
IMG -> Personnel Management -> Organizational Management -> Infotype
Settings ->
Activate/Deactivate "Vacancy" Infotype
 
You must set the PPVAC-PPVAC to 1, and set the PPVAC-VACWF to 'X'.
 
If these are set, the workflow for WS01000040 (Create_Vac : Create Vacancy
for Position) will be started when a position is vacant.

How is the event SetVacancy activated, HR customizing or T779W table
maintenance ?
