Workflow Inbox Icons: can remove?

Dear all,
 
Our users want to restrict the access to some functionalities in the SAP
Business Workplace, e.g. forward button, resubmit button, environment
button. Is there some standard way to achieve this?
 
We can think of two directions: (but we don't know how)
1) Remove the icons from the workplace.
2) Restrict the access through authorisation.
 
Could anybody advice on the above two approaches? Or is there any other way
to achieve the users' requirement?
 
We are on 4.6C. Thanks a lot.
