Executing work items copied from other clients

We are currently rolling out some workflows for processing scanned images,
linking them to R/3 documents, routing invoices for approval, etc.  Things
were going fine in progress of setting up configuration and tests in our
development, QA, and now Training environments.
 
Out Training system (EST) is composed of 4 clients: 200 (Master), 500
(Training Practice), 510 (Training 1), and 511 (Training 2).  All
ArchiveLink and workflow configuration was setup and tested in the Master
client.  Many images were scanned and routed into user Inboxes.  Some images
were processed through related transactions for parking the invoices (e.g.
FV60, MIR7, etc.).  This kicks off other approval workflows which were also
routed to other Inboxes.  Again, no problem here.
 
The intent was to set up all this up-front in client 200.  Then our Basis
group did a full copy last night so everything is now exactly the same in
client 500.  However, if I try to execute any of these work items out of the
500 client, I get the following error: WL821 Work item &: Object ESTCLNT500
& method & cannot be executed.  It doesn't matter if the work item is
'image' related or not.  If I then go in and directly trigger a new workflow
in EST500, that work item works fine out of the Business Workplace.  It can
be the exact same object/method involved as the earlier ones that won't
work.
 
Can work items started in one client not be processed when everything is
copied to another client?  If anybody knows, I would greatly appreciate a
reply (as it impacts our strategy for Training).
