Tasks for many internet users with only One SAP user license.

Hello Workflow guys,
 
I would like to know if it is possible to send tasks to diferent internet
users and this responsible person will fill out a SAPForm  and send it back
to SAP with only one SAP user License?
 
Can I do it just with SAPForms or do I need ITS?
Does anyone have an method or object type as example?
