workflow can not find the correct agents.

HI workflow guy:
The problem in our development system does appear,but
in PRD this issue appear.

I have checked the log of DEV and PRD.
In DEV ,all green light,
But in PRD,there is a yellor light.
when click this light,there is a message"No agents
found!'.
the executed action is a function 'SWW_WI_AGENTS_GET'.

i think is it need any authorization to run this
function.

Need help!
