PM Breakdown Notification Workflow

Hi,
I have setup a standard workflow task in PM area such that
when a PM notification is created using IW21 and the
BREAKDOWN flag is ticked it sends out email to the agent assigned. To do
this
I created BREAKDOWNFLAGISSET event in the object bus2038
and used this as the triggering event in the workflow.
 
The problem with the workflow is, it only sends out email if you create the
notification save and then go into the notification in change mode and
tick the breakdown flag.
 
It does not get triggered and sendout email if you create the notification,
tick the flag and then save it.
 
Any ideas?
