Approving work item error

Hi,
 
   I have designed a workflow for approving Travel Expenses. It
works fine in development. When we moved to production system,
the approval task appearing in the agent's inbox could not be
executed. Error message "No administrator defined for this
task" appears.
 
   I have been comparing the workflow tasks and templates, but
could not find any difference. I would appreciate any help.
